The arrest of Frank Bertinelli (Jeffrey Nordling) brings Oliver‘s (Stephen Amell) murderous ex-girlfriend the Huntress (Jessica De Gouw) back to town to kill her father who Laurel‘s (Katie Cassidy) has returned to work to prosecute. When the Huntress shows up to take her revenge she walks straight into a police trap, loosing her chance to kill Frank, but that doesn’t stop her, and several armed gunmen, from taking control of the courthouse and take hostages who include Laurel.

Presented mostly in extended flashbacks to the island, and back in the present with Oliver (Stephen Amell) being forced to humor the devil in their midst when Moira (Susanna Thompson) and Thea (Willa Holland) show Slade Wilson (Manu Bennett) around the Queen home, “The Promise” deals with the relationship between the two men and the series of events which turned friend into enemy. The well-coordinated attack on Ivo’s tanker succeeds as Oliver, Sara (Caity Lotz), and Slade take the ship but when Ivo tells Slade the circumstances under which Shado (Celina Jade) died everything goes straight to hell.

While Felicity (Emily Bett Rickards) struggle with Sara’s inclusion in Team Arrow, her impressive skill-set, and Sara picking up her romantic relationship with Oliver, Felicity also attempts to find the Clock King (Robert Knepper) who always seems to be one-step ahead and have one more ace up his sleeve including hacking into, and destroying, the vigilante’s computer network.

As Moira‘s (Susanna Thompson) mayoral campaign begins, and the Lance family continues to deal with Laurel‘s (Katie Cassidy) substance abuse, Starling City gets a host of interesting visitors including Laurel’s sister Sara (Caity Lotz), her mother Dinah (Alex Kingston), and Nyssa al Ghul (Katrina Law) who arrives to return her former lover to the League of Assassins – whether she wants to come back or not. I had doubts about the show’s plan to introduce Nyssa, but Law proves to be a terrific choice balancing both the emotional dramatic moments and action sequences to deliver a passionate and deadly version of Ra’s al Ghul’s daughter, and the surprise twist behind her motives for hunting Sara are a nice touch.
