Batman‘s recounting of the War of Riddles and Jokes” continues (as does the return of his narration in a conversation with Catwoman). Things haven’t improved for the good citizens of Gotham. The Joker and the Riddler have each carved half of the city for themselves, enlisting countless villains to their side in a war that rages on. From what we see there the sides appear fairly equal with Deadshot and Deathstroke getting prominent cameos.
The situation is too far out of hand for the GCPD to step in, and Batman is left trying to put out small fires rather than risk even more civilians getting caught in the crossfire.
Batman #28 is notable for Jim Gordon in his underwear (ugh) and giving us a look at Catwoman in a version of one of the character’s classic costumes (before she began aping Black Cat’s look). It may not be my favorite version of the character, but I did like seeing Selina sport a different look (if only for a little while). Worth a look.
